I asked CD this, and he said they’re designed to filter out the Siren voice’s power. That’s how Tom can hear Dawn without being enthralled.
Not exactly sure how they have such technology, but I imagine that we’ll find out soon.
They had Crystal’s gene specifications when Honey had her body they must know about the siren abilitys.

Also why are Dawn’s/David’s eyes such a strange color in panel 2?
I’m not sure why the eyes are different.
But yeah, I realized after posting in this thread that I’d messed up by posting the comic a second time (I’d taken a longer-than-expected nap in the early evening, and since CD couldn’t contact me, he posted the unedited comic himself). Took me a while to properly fix that, in fact, but everything should be fine now.
