It’s technically valid as-is, although I confess I first read it as a typo rather than as it was intended myself. If you imagine her stressing the word “that”, it comes across naturally:
“Holy crap is that a lot of zeros!”
It may not be grammatically perfect, but putting the “is” before “that” is a common way to phrase oneself, at least around where I live. So I’d call it a difference of dialect.
If I would be in position to influence stuff like this, I would make the payment to not contain ANY zero just so they can’t say there is lot of zeroes.
