I am very sure anchor babies are not encouraged in fact they are frowned apon. Any one born in the continental USA or in a territory is a naturalize citizen.
I am not sure but this also might include foreign military bases as they are considered use soil.

And much as I dislike Cruz, his father was a US serviceman station in Canada when he was born, thus he held a dual citizenship status until his majority (age 18). At which time he had to choose one or the other. To our continued regret he chose the US.
I have two cousins that were the same. One was Japanese/US (father was stationed in Yokosuka at the time) and the other Burmese/US (both parents were missionaries at the time). They both chose US when they turned 18, although I think the Japanese/US occasionally regrets that. She lives in Florida now.
So basiclly,
if they can get married ASAP,and hold this marrige for 6 month under some rules.Bay won’t have to go back to Canada.Am I right?

As I understand it, they don’t have to expedite the wedding any more than they were already planning to. The six month period will be there to see how their relationship progresses, to confirm that they actually did get married for real, rather than using the marriage as a tool to avoid Bay being deported.
Actually, what they should be giving Bay is a fiancee visa, which only lasts for 90 days, during which point they must marry; granted, it’s generally intended for people who aren’t currently in the United States, but this whole situation is unusual. However, Bay would still have to get a green card afterwards, or else she would still be deported.
However, given that this is an alternate universe, I’m willing to see where this goes.
Yeah, definitely don’t expect obscure legal precedents to be precisely mirrored in the SS.org universe. This story does not take place in “the real world”, even if it is relatively similar.
