Alley cats always seem to vanish when you try to catch them (unless you have food). Not that I go around looking for Alley cats. It’s just an observation.

Cats do not like being yelled at, so they tend to make themselves scarce before the yelling starts.
Feral (not “alley”) cats are not socialized to humans. That’s something that has to happen with cats during the first few weeks of life (weaning to 12 weeks, usually). Otherwise, it can take a very long time to socialize a feral cat, if it can be done at all; some never will accommodate themselves to humans.
Also, most cats, even those socialized early to humans, do not learn to speak English.
that is why you must learn how to speak/understand cat.
